Summary
The Talent Acquisition Specialist will act as a strategic partner and advisor to stakeholders across the organization, delivering comprehensive full life-cycle recruitment support to attract and secure top talent. This role is responsible for managing the end-to-end recruitment process for both exempt and non-exempt positions, ensuring timely, cost-effective, and high-quality hiring outcomes that align with the organization’s workforce needs and business objectives.
The responsibilities of this position are:
Primary
- Partner with hiring managers to determine and understand staffing needs, gain a high-level technical understanding of the roles, and develop job-specific recruiting and sourcing approaches
- Conduct in-depth analysis of contractual requirements and performance work statements to inform the development of well-defined position descriptions and job postings
- Ensure posted positions include all required information, accurately reflect position duties, and follow federal, state, and local employment laws, regulations, and company policies
- Screen resumes, conduct interviews (by phone or in person), administer appropriate assessments and reference/background checks, and make recommendations for hire or non-hire
- Maintain a comprehensive understanding of company policies, compensation approaches, and benefit offerings to effectively share with candidates
- Support the contract transition process both before and after the contract award
- Maintain contact with contingent hires and high-potential candidates to keep them apprised of the status of their applications and connected with the company
- Maintains accurate and compliant candidate records within the ATS, supporting data consistency and adherence to internal documentation standards
- Maintains, updates, and disseminates the ATS User Guide and Standard Operating Procedures
Oversees the end-to-end management of the Applicant Tracking System (ATS), including user access, system configuration, and overall system integrity, ensuring alignment with company policies and regulatory requirements - Develop a viable talent pool to ensure the company is well-positioned to backfill vacancies rapidly
Secondary
- Responsible for assisting with the development, implementation, and tracking of the organization’s talent acquisition strategy, including reporting key metrics
- Provide data and recommendations relating to compensation for various positions, based on experience, information gathered from the applicant tracking system (ATS), interviews with candidates, and other validated data sources that may be relevant
- Engage business development through meetings, standard and ad-hoc reporting, and pipeline analysis to ensure a complete understanding of efforts in the capture stage of the business development life cycle
- Develop and deploy advertising campaigns (internal and external) to ensure high visibility with potential candidates through traditional and non-traditional resources, such as career fairs, job boards, community organizations, online job fairs, community network events, etc., to identify and attract quality candidates, posts and places ads in the most effective digital and print media for open positions
Tertiary
- Conduct research, collect and share relevant information, and provide input on industry best practices for benefits to ensure the company continues to offer a competitive benefits package
- Develop and maintain relationships with third-party recruiting specialists to leverage their expertise when filling unique and hard-to-fill positions
- Identify and develop relationships with various community organizations for existing and planned future work
- Develops and delivers comprehensive training for hiring managers and system users on ATS functionality, internal recruitment processes, and applicable employment laws to promote consistent, efficient, and compliant system usage

- Demonstrated HRIS experience.
- Knowledge of laws, FAR, and executive orders.

- Ability to operate in a professional office environment. This role routinely utilizes standard office equipment, including laptop computers, smartphones, photocopiers, filing cabinets, and scanners.

- Ability to travel at least 15% of the year for multiple days.
