Amentum is currently seeking an Army Aviation Quality Specialist Procurement (Senior Buyer) to support our Maintenance Support Services contract based in Riyadh, Saudi Arabia. This position will be responsible for the quality oversight, data analysis and procurement of materials, components, supplies and/or services for the contract in accordance with procurement procedures, contract requirements and federal acquisition regulations.
Duties and Responsibilities:
Must be able to obtain and maintain a Confidential US Government Clearance. Note: US Citizenship is required to obtain a Security Clearance, and for facility credentials/authorization to work at this facility.
Establish source of supply, negotiates price, delivery date, terms, and other necessary commitments based upon authorized requisition and complies with company policies and federal regulations.
Provide guidance and information to requester that includes communication of procurement actions, or status and assist with special or complex requirements.
Adhere to procurement procedures to assure follow-up and administration of purchase order and agreement files are complete and accurate.
Manage the procurement process from the development of the Request for Quote through negotiations, and execution of a Purchase Order, while documenting the procurement file in accordance with procedures.
Monitor reports and the performance to critical metrics such as Turn Around Times, PALT, In and Out of country quantities and financials, Repair and return metrics, and supplier cure notices.
Provide input to overall procurement strategy and support the development of new capable suppliers to support future requirements.
Monitor performance to procurement goals and objectives, identify opportunities for improvement and implement solutions.
In collaboration with leadership, negotiates and settles disputes with suppliers related to poor performance, late deliveries, invoicing issues, and non-compliance with Company terms and conditions.
Conduct Procurement file Peer Reviews and provide mentorship and technical guidance to lower tiered buyers
Advise personnel on given projects or tasks.
Interface with procurement leadership. to provide status, input, and communicate with other departments.
Responsible for compliance of procurement procedures in maintaining an approved Purchasing System.
Perform other duties as assigned.
Minimum Requirements:
Bachelor’s degree is preferred, the Minimum of a High School diploma is required.
Previous hands-on experience with "Amentum/DynCorp Dyn-MRO" is strongly preferred.
Five (5) years’ progressively responsible experience in procurement, with a Minimum of (3) three years in Government environment procurement experience is Required.
One (1) year of verifiable experience in a supervisory role is strongly preferred.
Ability to serve as a subject matter expert (SME) in government procurement activities.
Knowledge of Federal Acquisition Regulations (FAR) is required.
Security Clearance Requirements:

Additional Skills and Requirements:
Experience with Supply Chain Management (SCM) and MRO, Prior US Army (92A), Prior DynCorp/Amentum Buyer 3 – 4 experience is preferred with experience with Foreign Mil Sales procurement (FMS).
Knowledge of various computer programs required (ex: Word, Excel).
Excellent communication, effective leadership and interpersonal skills.
Strong negotiation and decision-making skills.
Ability to plan, organize and handle multiple tasks independently.
