Capability Unit
Metrea Advanced Signals (MAS) specializes in signal classification, direction finding, advanced geolocation techniques, and waveform development including waveforms for MANET and LPI/LPD applications. MAS also develops special purpose radios for government customers and licenses DF and geolocation solutions to multiple OEMs.
Position Summary
Reporting to the Head of the EMCG, the Head of Metrea Advanced Signals (H/MAS), is responsible for leading, coaching, mentoring, and guiding a forward leaning, Radio Frequency (RF) focused engineering team in the development of its specialized products and support to the larger Metrea enterprise. The H/MAS will focus upon key strategic goals while simultaneously tracking and reporting technical developmental progress to Metrea Aerospace Management (MAM) executive leadership. The H/MAS must possess a strong knowledge and experience working with RF systems supporting all-domain operations and shall possess organizational design and leadership experience in RF products and its customers, which extends to the establishment of company policies and culture. An understanding of enterprise agility and its application to the organization is a must.
In addition to inward facing execution, the H/MAS will meet with external customers and partners to further Metrea’s success. Frequent travel and face-to-face business development may be required. The H/MAS must maintain relationships across all of Metrea and often engage in “solutioning” and the co-development of full-stack capabilities for the greater enterprise. As a member of the senior management team, the H/MAS must have leadership and managerial responsibilities that demand clear communication and presentation skills, as well as the ability to develop trusting relationships with senior and junior teammates across the enterprise. This position provides the opportunity to grow business knowledge in a dynamic, ever-evolving aerospace company.
Role and Responsibilities
H/MAS RESPONSIBILITIES: Developing the Metrea Capability (“ΟΝ”)
Process, Systems & Frameworks Development: Lead the design, development, and management of FRANCISLAB with particular focus on the implementation of effective, efficient, and scalable technologies and processes that assist in execution of mission support.
Develop the necessary technological and engineering frameworks and models, and in partnership across Metrea Aerospace, acquire and implement systems and engineering methodologies that will best facilitate process automation and decision support from tactical to strategic levels across the group.
People Development: Identify areas of growth in MAS’s knowledge, skillsets, and attitudes, and develop a systematic approach to professional development and talent acquisition in order to build a high-performing team embedded systems engineering team.
Technology Development: Identify areas of the technology roadmap framework across Metrea.
Teammate Responsibilities: Providing Support Capacity across Metrea (“IN”)
Strategy BCA: Support Strategy (STRAT) to inform enterprise strategy with key MAS and Electromagnetic and Cyber Group (EMCG) considerations and remain an active participant on all major enterprise technical decisions, to include the commencement of new communications systems and payloads lines or the cessation of extant ones, the acquisition or disposal of key assets, and all investment decisions for all kinds of assets (hardware, software, technologies, IP, businesses, etc.).
Work closely with the STRAT/Investment team to support potential investment assessments, where these involve strategic acquisitions. Support the STRAT/Research team in areas of research requiring radio frequency (RF) and other technical related subject matter experts (SMEs). Direct the research team to conduct supporting research for MAS and EMCG-related projects or interests as applicable.
Support the STRAT/Risk team by informing on technical, RF, software defined radios, and/or payloads, or business risk exposure dashboards with MAS FRANCISLAB risks, as well as by supporting risk mitigation efforts.
Operations: Work closely with the MAS and EMCG Leadership Teams to inform the design, implementation, and further development of Metrea’s technical methodologies.
Legal: Provide LEG/Compliance with MAS inputs that are required to perform all necessary compliance functions and ensure that Metrea’s compliance policies cover all known requirements as required.
Work closely with LEG/Contracts to ensure that contract structuring & economics supports MAS objectives and customer requirements.
Market Engagement Support: Support market engagement efforts where required, where your subject matter expertise, customer knowledge or intimacy may help Metrea mitigate any known risk and progress its prospects. Enhance MAS, EMCG and Metrea’s Market Engagement efforts by supplementing Strategy’s cueing and tasking of our Market Engagement Teams (METs) by directly engaging with enabling or decisive stakeholders. Represent the company, as required, in external fora or venues.
Risk Management Support: Actively participate in reviewing and understanding MAS and EMCG’s operational and risk exposure (ROEX) to target and shape internal programs and future acquisitions which positively contribute to an appropriate and balanced overall exposure. Actively contribute to program risk exposure assessment and management by contributing with your unique perspective and experience around market, and particularly customer-related risks, such as those emanating from the requirements, technology, market trends, contracting, funding, and other related layers and sub-layers.
Skills and Experience
- Bachelor’s Degree in technical field or 20+ years of experience in RF engineering related to signals intelligence, electronic warfare, RF, technical report writing, technical project planning, and communication systems and related manufacturing.
- Computer Skills: strong understanding in Microsoft Office Suite Programs; Word, Excel, PowerPoint
- Must be able to interface with mid-level to senior external/internal customers and have excellent presentation skills.
- Must be able and willing to operate against deadlines with accuracy and a strong attention to detail.
- Must be results-oriented and demonstrate strategic thinking, innovation, flexibility in dealing with changing and ambiguous situations.
- Contribute to comprehensive technology roadmaps and payload development, to include, capabilities, solutions, time, costs, financial analysis in support of proposal development or departmental budgeting & forecasting.
- Must be able to work with confidential data, which if disclosed, might have significant internal and external impact on the organization.
- Moderate Microsoft Office skills, to include a high level of proficiency in Excel.
- Must possess excellent verbal and written communication skills.
- Experience within the aerospace, defense, security and/or government contracting space in a leadership role managing several programs and/or projects simultaneously.
- Experience in leading engineering efforts related to software, hardware, and software defined radio (SDR) and unique capabilities.
- Expert in capturing customer requirements and assisting in the development of statements of work (SOW), associated project plans and technical roadmaps, plans of action and milestones, and customer interactions.
- Advanced understanding of the policies, processes, priorities, and organization of the US Government in general, and the Department of Defense in particular, around national security matters.
- Expert knowledge of the human terrain around the US Government’s SI, RF, and communications-based ISR community, coupled with extensive personal contacts and a proven ability to generate high-impact networks.
- Moderate understanding items and actions related to payload development and solutions in the field of signals intelligence, electronic warfare, communications, defense, and aerospace.
- Expert at interacting with industry, scientific, technology, military, policy, and finance communities and utilized knowledge gained to support the development of technical roadmaps and solutions.
- Excellent ability to communicate effectively across cultures, regions and industries, and experience in working in diverse international environments. Experience managing people with measurable performance.
- Preferred experience: strong ability to report financials, experience with the development and architecture of RF and communication solutions, familiarity with establishing project plans and budgets, experience leading large teams, ability to align business and technical roadmaps, and a passion for SI, RF, and communication solutions.

Position Type and Expected Hours of Work
This is a full-time position with typical working hours of Monday through Friday, 8:00 a.m. to 5:00 p.m. Hours and work shifts may change in accordance with department and business needs. Exempt employees must have the ability to be on-call and available outside of typical working hours, as business needs require.
