Astrion has an exciting opportunity for a Configuration & Data Manager to join the F-15 System Program Office within Astrion’s Air Force Division, F-15 Foreign Military Sales in Dayton, Ohio.

- GED and ten years of experience in the respective profession being performed, five of which must be in the DoD
- Current Required Security Clearance: Secret
DESIRED QUALIFICATIONS / SKILLS
- The Contractor shall independently demonstrate proficiency in the use of Microsoft Office Applications (Outlook, Word, Excel, PowerPoint, SharePoint, Skype/Lync, and MS Teams), Adobe Acrobat, and applications for access to the World Wide Web including MS Internet Explorer. The Contractor may be required to learn to use other commercial or specialized computer applications as specified in this PWS.
- The Contractor shall have a general understanding of current DoD and AF-specific acquisition regulations, guidelines, and processes. The Contractor shall have knowledge of Government policy, directives, standards, handbooks, and pamphlets, etc., as well as DoD-adopted industry standards relating to Configuration Management/Data Management (CM/DM) and SE processes. The Contractor shall be knowledgeable of CM/DM input requirements for program plans and SOWs, PWSs, CDRLs, defense acquisition contract structure for RFP release and evaluation of proposals, military standards, TOs and change letters.
- Works high-visibility or mission critical aspects of a given program and performs all functional duties independently. Oversees the efforts of less senior staff and/or is responsible for the efforts of all staff assigned to a specific job
RESPONSIBILITIES (Note: not all inclusive)
- Provide research, analyses, studies, documentation, and briefing development/delivery as required supporting AFLCMC activities (CDRLs A007 through A009, Studies and Analyses related; CDRL A010, Presentation Materials; CDRL A011, Conference Minutes); support CM/DM tasks necessary to support acquisition and management operations functions within the F-15 Division. The Contractor shall provide an understanding of commercial CM/DM standards and practices to support AFLCMC or higher level taskings.
- Provide capability to use knowledge of the fundamentals of CM/DM to establish and maintain consistency of a product’s performance, functional, and physical attributes with its requirements, design, and operational information throughout its lifecycle; analyze the impacts of the CM/DM change process on lifecycle sustainment and assist in the development and management of all CDRL requirements and assist in the planning and conducting of FCAs and PCAs and confirm the adequacy of data used to support entrance/exit criteria for these audits.
- Participate in Government reviews/meetings/working groups as applicable and in Government and industry teams for the resolution of complex CM/DM issues and assist in developing the CCB charter and assist in the execution of the CCBs; develop/review/update applicable program documentation for CM/DM relevant requirements
- Review program-unique specifications to include system specifications, development specifications and product specifications for both hardware and software, for proper format, content and compliance with program requirements and appropriate standards; and process requests for nomenclature and requests for computer program identification numbers and track the requests through the appropriate Government agencies for response back to the customer; support the configuration control function, to include receipt, dissemination, processing, tracking and final disposition of ACSNs, ECPs, CCPs, notice of revisions, requests for deviation/waiver, DRs, airworthiness reportability determination, MFR/MTC, directive notes, service introductions; review change proposals for thoroughness, CM/DM impacts and compliance with Government requirements and make appropriate recommendations for Government review and disposition and assist in the preparation and conduct of CCBs and Business Review Boards (BRB) (or their equivalent); assist in maintaining change proposal files and assist in providing historical information.
- Support the conduct of FCAs, PCAs, and compliance audits, to include audit planning, auditing hardware and software Configuration Items and disposition and tracking of action items and minutes; support other program and engineering reviews and TIMs, at Government and weapon system contractor facilities; maintain configuration status accounting databases and records to reflect the configuration status of baseline documentation and fielded systems and equipment and asist data users and requesters with the selection and tailoring of Data Item Descriptions (DIDs), preparation of one-time and standard DIDs, and filling out DM forms such as CDRLs/DD Form 1423 and AF Form 585, Contractor Data Requirements Substantiation. The Contractor shall update and maintain DM files and associated DID files.
- Provide support and expertise in organizing and issuing data calls in support of weapon systems and subsystems. The support shall include drafting of data call letters for Government review and release; shall have understanding of DoDI 5230.24, Distribution
- Statements on Technical Documents and FAR/Defense Federal Acquisition Regulation
- Supplement (DFARS) data rights clauses; evaluate change proposals for impacts to baseline
- configuration data; monitor the delivery and approval of contract technical data to include report generation and follow up actions; and, record maintenance in the CDRL tracking database.
- Assist local scientific/technical information officers in search for requested technical data and determination of releasability based on markings and distribution statements applied to control authorized secondary distribution of data; support data reviews by integrating inputs from program office/IPT functionals into draft CDRLs, preparing data review documentation, participating in data reviews, drafting data, reviewing minutes and following up and maintaining status of action items and support in the preparation and maintenance of
- CDRLs for inclusion in RFPs, contracts and contract modifications. The task will be performed using either automated or manual processing systems as specified in the applicable task order.
- Provide support to receive, log-in, track and maintain current status of contract data deliverables, assist with maintaining electronic and manual DM files and provide associated historical information and provide engineering DM support, to include tailoring of technical data package requirements to align with DM Strategy for specific contract delivery order; assist in preparation and conduct of engineering data guidance conferences and engineering drawings in-process reviews; and, work closely with the engineering DM office in establishing and maintaining engineering DM plan and engineering data activity file records.
- Shall have understanding of MIL-STD-31000, Department of Defense Standard Practice Technical Data Package, and American Society of Mechanical Engineers ANSI/ASME Y 14 series standards covering format and content preparation instructions for product drawings/models and associated lists and provide support to the Task Order 00-35D-54, USAF Deficiency Reporting, Investigation, and Resolution function operation of the Joint Deficiency Reporting System or similar system for originating, to include receiving, processing and tracking DRs, establishing and maintaining DR/Material Improvement Project (MIP) files and databases, providing disposition instruction for exhibits, and assisting in the planning and conduct of MIP Review Board meetings.
- Monitor the closure of DRs; monitor investigations; process and dispose of exhibits; respond to inquiries from external parties including, but not limited to, field units an contractors, and; conduct briefings and generate reports for management on DR status and trends
