PROPOSAL MANAGER
PROPOSAL MANAGER
The Proposal Manager is responsible for the overall management of DRG’s proposal process in response to U.S. government and commercial Requests for Proposals (RFPs), Requests for Information (RFI), and Requests for Quotes (RFQs) including outlining proposal requirements, timelines, and assignment of deadlines for writing and pricing responses in order to achieve technically acceptable responses to solicitation requirements. This position is also responsible for oversight of established proposal development processes and procedures. The ability to meet deadlines, a commitment to teamwork, detailed follow-through, and a consistent attention to detail are key factors to success in this role. The proposal manager must be a team player who is an energetic self-starter and can quickly adapt and thrive in a multitasked, fast-paced environment.
- Responsible for ensuring all proposal requirements are met and clearly identified in each proposal submission.
- Oversees the proposal process from start the finish.
- Manages the proposal coordinators and supporting team to ensure all required elements for a submission or response are complete and compliant.
- Assists higher-level employees with writing, organization, and/or pricing regarding proposal response.
- Performs analysis of solicitation requirement and/or instruction to offeror requirements.
- Performs commonly used contracting methods and contract types related requests for information submission, draft RFP outlines, and final RFP submissions.
- Plans and carries out recurring work using established procedures, conferring with the Capture Manager as necessary on technical problems.
- Record and manage action items from status meetings
- Train and refresh writers and reviewers on proposal, review, and recovery processes
- Ensure compliance throughout proposal cycle and at each color team review
- Ensure win themes and other win strategies are leveraged and incorporated in order to develop a compelling proposal
- Coordinate in a matrix organization with Business Development, Finance, Contracts, Operations, HR, and Program Managers
- Perform other duties as assigned.
Qualifications
- Bachelor’s degree in relevant discipline (technical writing, English, journalism) and 3 years experience as a proposal manager or at least five (5) years of experience as a successful proposal manager in lieu of bachelor’s degree
- Training and experience in managing proposals using the Shipley method to respond to federal and Department of Defense (DOD) RFIs/RFQs/RFPs
- Editing (spelling, grammar, readability) and proofreading skills
- Microsoft Office 365 proficiency (Word, SharePoint, Excel, PowerPoint)
- Highly organized and suspense-driven work ethic
- Advanced communication skills; both oral and written
- Ability to multi-task, and organize and prioritize multiple ongoing projects
- Teamwork orientation
