Description
BlueForce Inc. is seeking Counter Narcotics Unit Advisors to support the US Department of State (DoS) Bureau of International Narcotics and Law Enforcement Affairs (INL) Program in the advancement of professionalization of the Haitian National Police (HNP) and its various sub-divisions in Port-au-Prince, Haiti.
The advisor shall advice and provide sound management guidance to the head of the HNP Counter Narcotics Unit (BLTS) to help meet the organization’s lawful and strategic objectives, and to facilitate meetings and information flow to and from the HNP DG, the Ministry of Justice, Inspectorate staff, and other Haitian government personnel, as appropriate.

Duties and Responsibilities
- Work with INL Haiti, the U. S. Embassy Drug Enforcement Administration Office, and the GOH to identify assistance projects relating to counter narcotics operations, in coordination with the COR.
- Keep accurate records and prepare concise reports; keep INL Haiti regularly informed of programmatic and political developments.
- Assist HNP leadership in designing and implementing administrative structures and processes to improve the systems and processes for information flow and control for the BLTS.
- Review plans, agreements and official correspondence for the BLTS and provide advice and guidance.
- Facilitate communication and direct interface between the BLTS and the U. S. Embassy, in coordination with the COR.
- Maintain extensive knowledge of BLTS operations.
- Provide programmatic guidance and analysis of developments in the BLTS to INL Haiti
Qualifications
General Qualifications
- For a position in the U.S., candidate must be a U.S. Citizen or legal U.S. resident. Secret or Top Secret security clearance or Moderate Risk Public Trust certification will be required.
- For a position outside the U.S., any citizenship (U.S., Third Country National (TCN), and Local National (LN)) is allowable. Security clearance or public trust certification will be required for US nationals and RSO vetting for TCN and LN.
- Must pass a physical, medical, and psychological tests; nine-panel drug test and a background check.
- Valid passport and driver’s license and ability to operate a standard transmission vehicle.
- FSI level 3/3 (professional working proficiency) in English.
- FSI Level 3/3 (professional working proficiency) in French and/or Haitian Creole is preferred.
Position Qualifications
- On active duty or retired from a bona fide police department, sheriff’s department, or federal drug enforcement agency.
- Bachelor’s degree or equivalent experience, and a minimum of ten (10) years of law enforcement experience, at least five (5) years of which are experience in U.S. counter narcotics operations, management, organizational development, planning, and/or training, two years of which must have been at the rank of Sergeant (or equivalent) or higher.
- Strongly demonstrated analytical skills and hands-on experience in case investigations of financial crimes, corruption and/or money laundering.
- Willingness and capability to work in a fluid environment, and under challenging circumstances.
- In addition to meeting the basic entry qualification requirements, applicants must have one (1) year of specialized experience at a command level or equivalent to at least the GS-14 level.
- Good working knowledge of Microsoft Office Suite and experience using Internet resources to conduct research.
- Prior international experience working in judicial affairs, law enforcement development, or financial investigations
