Description
BlueForce Inc. is seeking Anti-Kidnapping Advisors to support the US Department of State (DoS) Bureau of International Narcotics and Law Enforcement Affairs (INL) Program in the advancement of professionalization of the Haitian National Police (HNP) and its various sub-divisions in Port-au-Prince, Haiti.
The advisor shall provide strategic advice and sound management and technical guidance to the HNP anti-kidnapping unit. The advisor will assist the head of the anti-kidnapping unit to increase the unit's capacity to prevent kidnapping, rescue kidnapping victims, and investigate kidnapping to facilitate prosecution of kidnappers.

Duties and Responsibilities
- Work with INL Haiti and with the GOH to identify and recommend assistance projects supporting the HNP anti-kidnapping unit. Coordinate INL programs with the United Nations and other interested international donors to avoid duplication.
- Assist HNP leadership to design and adopt an anti-kidnapping strategy to reduce the number of kidnappings, rescue kidnapping victims, and investigate kidnappings to facilitate prosecution of kidnappers.
- Coordinate recommended training for the anti-kidnapping unit.
- Recommend policies and practices to the head of the anti-kidnapping unit and other HNP senior leaders to improve the unit's effectiveness.
- Mentor the head of the anti-kidnapping unit on implementation of recommended changes, including through consistent use of after-action reports, and regular assessments.
- Assist the anti-kidnapping unit in developing partnerships with other police units, judicial actors, and other government entities.
- Advise the anti-kidnapping unit to manage public messaging strategically regarding kidnapping.
- Keep accurate records and prepare concise reports; keep INL Haiti regularly informed of programmatic and political developments.
Qualifications
General Qualifications
- For a position in the U.S., candidate must be a U.S. Citizen or legal U.S. resident. Secret or Top Secret security clearance or Moderate Risk Public Trust certification will be required.
- For a position outside the U.S., any citizenship (U.S., Third Country National (TCN), and Local National (LN)) is allowable. Security clearance or public trust certification will be required for US nationals and RSO vetting for TCN and LN.
- Must pass a physical, medical, and psychological tests; nine-panel drug test and a background check.
- Valid passport and driver’s license and ability to operate a standard transmission vehicle.
- FSI level 3/3 (professional working proficiency) in English.
- FSI Level 3/3 (professional working proficiency) in French and/or Haitian Creole is preferred.
Position Qualifications
- Bachelor’s degree in criminal justice/law enforcement or related field; an advanced degree; or law enforcement command training through FBI, PERF, SPI, or equivalent.
- Ten (10) years of progressively responsible experience in police management and supervision, visionary skills and ability to form strong partnerships in diverse cultures.
- Two (2) years of experience at the rank of sergeant or above.
- Experience in commanding anti-kidnapping operations.
- Overseas experience in senior level position on an international police assistance mission is preferred.
- Ability to build and maintain key relationships in a culturally diverse environment and negotiate the resolution of conflicting views to enable project implementation.
- Ability to possess/maintain MRPT certification.
- Proficiency in Microsoft Office (Word, Excel and PowerPoint.)
