Description
BlueForce, Inc. is seeking for Facilitation Specialists to provide expert support to a variety of national and international stakeholders by planning, guiding, and managing groups within a workshop context, so it can meet its goals. This position requires deployment to Sub-Saharan Africa.

Duties and Responsibilities
- Provide expert support to either the Host Nation, Regional Organization, or International Organization personnel, in facilitating consensus building exercises, workshops, or other inter- and intra-group processes.
- Provide workshop and focus group facilitation across any or all project phases, identifying best practices, change management, business management, organizational development, modeling, and/or systems engineering as task lead, functional lead, or individual contributor.
- Perform functional analysis, systems analysis, program design, and documentation preparation.
- Prepare presentations, handouts, and any other required facilitation aids ready before an event takes place.
- Ensure that all facilitation materials are contextually relevant and culturally appropriate, and that workshops incorporate adult learning techniques and best practices to achieve the desired objectives.
- Be prepared to accomplish activities without logistical support from the Embassy, Host Nation, Regional Organization, or International Organization.
- Consult with the U.S. Embassy country team to ensure relevancy on all current U.S. Government policy guidance concerning the Host Nation/Regional or International Organization.
- Prior to deployment, submit the facilitation workshop agenda/schedule, a list of planned participants, and any requests for policy guidance/clarification for COR approval.
- No later than 14 calendar days after a facilitation event has been completed, submit an after-action report that includes the purpose of the event, how the event supports broader foreign assistance objectives, a narrative summary of what happened, the agenda, a chart of participant information (full name, sex, position, title, unit, unit location, email, phone), a group photo, lessons learned regarding effective facilitation techniques given the specific country context, a summary of logistics required for the event and how they were provided, and recommendations for future facilitation activities and/or other engagement with the participants to achieve broader foreign assistance objectives.

Overall Minimum Requirements
- Experience facilitating workshops, inter- and intra-group dialogue, and cross-cultural communication.
- Experience working with foreign military officials and/or foreign government officials.
- Experience working overseas.
- Fluent English language speaking and writing ability.
- Demonstrated knowledge in all relevant State and interagency guidance regarding U.S. objectives and the broader operational picture the facilitation activities will support. At a minimum:
- National Security Strategy (NSS).
- Integrated Country Strategy (ICS).
- DoD’s Regional Combatant Command Theater Campaign Plan and Contingency Plans.
- DoD Country-level Plans.
- Foreign language requirements may apply once contract is awarded.
- Medical requirements may apply once contract is awarded.
- Citizenship requirements may apply once contract is awarded.
- Security clearance requirements may apply once contract is awarded.
