BlueForce Inc. is seeking a Public Information/Communications Advisor to support the US Department of State (DoS) Bureau of International Narcotics and Law Enforcement Affairs (INL) Program in the advancement of professionalization of the Haitian National Police (HNP) in Port-au-Prince, Haiti.

General Duties and Responsibilities:
- Provide useful advice and sound management guidance to the head of the HNP Public Information Officer (PIO) in conjunction with the Center for Information and Operations (CRO) and other senior HNP leaders regarding Public Information/Port Parole (French for PIO).
- Work with the HNP leadership to expand the capacity and bandwidth of the HNP’s Public Information office. This includes mentoring and advising communication between HNP and both news media outlets and the general public.
- Coordinate all activities with INL Haiti, attend regular meetings at the Embassy with INL Haiti and other U.S. Embassy offices, and be responsible for preparing written reports, which not only details activities undertaken, but provides an assessment of challenges and successes relating to the work of the HNP.
- Supervise and manage HNP interactions with the public and provide feedback to increase the HNP PIO overall performance. Attending events where HNP media is present to ensure fair and accurate coverage and monitors news for impacts to ensure HNP projects the desired image to the public. This includes department announcements, speeches, or formal letters available to the public.
Qualifications
Position Minimum Qualifications:
- Bachelor’s or Master’s degree with significant study in relevant field such as journalism, communications, international relations, international development, public administration, development/area studies and social studies.
- 8 to 10 years of professional experience in journalism, communication or public relations, preferably in an international setting, which would work in an international setting, which would include work in an international, a corporation, a government/ public diplomacy, or an NGO is required.
- Overseas experience in disseminating information to a variety of target audiences.
- Demonstrated expertise in designing implementing effective public relations/ communications campaigns directed at both closely targeted audiences and the general public.
- Help maintain and uphold a certain image and identity for HNP government officials.
- FSI level 3/3 (professional working proficiency) in English.
General Qualifications
- For a position in the U.S., candidate must be a U.S. Citizen or legal U.S. resident. Security clearance or public trust certification will be required.
- For a position outside the U.S., any citizenship (U.S., Third Country National (TCN), and Local National (LN)) is allowable. Security clearance or public trust certification will be required for US nationals and RSO vetting for TCN and LN.
- Must pass a physical, medical, and psychological tests; nine-panel drug test and a background check.
- Valid passport and driver’s license and ability to operate a standard transmission vehicle.
Preferred Qualifications:
- Additional training in one or more of the following areas will also be taken into consideration: development outreach and communications, writing, journalism, web site content management, presentation skills.
- Prior experience disseminating information for a large metro police department is not required, but desirable.
- FSI Level 3/3 (professional working proficiency) in French and/or Haitian Creole is preferred.
