BlueForce Inc. is seeking an In-Country Program Manager to support the US Department of State (DoS) Bureau of International Narcotics and Law Enforcement Affairs (INL) Program in the advancement of professionalization of the Haitian National Police (HNP) in Port-au-Prince, Haiti.

General Duties and Responsibilities:
- Supervision of all in country operations and must ensure that all components of the rendered services, logistics support, facilities management, and procurement are implemented professionally. This includes supervision and accountability for all staff operating in country.
- Has direct oversight over the operations involving multiple tasks and personnel in operating in country. This role includes the set up and facilitation of virtual or face-to-face conferences, coordination and tracking of subject matter experts and agency deliverables and implementation concerns as well as tracking documentation and accounting for schedule and deliverables.
- Facilitates contractual interactions and the acceptance of deliverables.
- Responsible for successfully delivering projects that enhance operational efficiency, optimize productivity and performance of SME services that contribute to the overall success of the organization's logistics and value management efforts.
- Involved with the planning, designing, managing, operating and maintaining reliable and efficient systems, equipment, facilities and logistics infrastructures to improve equipment and logistics performance, and reduce costs. Resolves problems, issues or conflicts while ensuring that program schedule, performance and deliverables are met.
- Should be able to respond to issues in a timely manner and communicate proactively with INL Haiti staff, COR and Contracting Officer.
- Travel CONUS and OCONUS might be required.
Qualifications
Position Minimum Qualifications:
- U.S. citizen or dual citizen.
- Three (3) year experience working with international programs to include coordinating, assessing, conducting, and managing facilities in an international setting in the Caribbean region or Latin America.
- Demonstrated subject matter expertise in program planning, design, technical assistance, and implementation.
- Ability to work effectively under pressure within short time constraints, and during times of rapidly developing events.
- No negative prior experience working with INL, and never removed from any USG mission or civilian policing activity.
- Excellent interpersonal and written and oral communication skills; proficient in Microsoft Word, PowerPoint, and Excel.
- FSI level 3/3 English.
General Qualifications
- Security clearance or public trust certification will be required.
- Must pass a physical, medical, and psychological tests; nine-panel drug test and a background check.
- Valid passport and driver’s license and ability to operate a standard transmission vehicle.
Preferred Qualifications:
- FSI Level 3/3 (professional working proficiency) in French and/or Haitian Creole is preferred.
- Advanced degree is preferred.
