Description
BlueForce Inc. is seeking an Internal Affairs and Anti-Corruption Advisor to support the US Department of State (DoS) Bureau of International Narcotics and Law Enforcement Affairs (INL) Program in the advancement of professionalization of the Haitian National Police (HNP) in Port-au-Prince, Haiti.
***Position is Subject to Contract Award***
General Duties and Responsibilities:
- Plan, organize, and develop HNP projects to strengthen the capacity and effectiveness of the IG and the HNP Recruitment unit.
- Work with the Central Administration and Budget Advisor to plan, organize, and develop projects with the Haitian government to strengthen anti-corruption efforts through the HNP and BAF.
- Work with the INL Haiti and with the GOH to identify and recommend assistance projects relating to IG operations.
- Review plans, agreements and official correspondence for the IG and provide advice and guidance.
- Prepare concise and accurate records and reports; keep INL Haiti regularly informed of programmatic and political developments.
Qualifications
Position Minimum Qualifications:
- Bachelor’s degree, or an equivalent Police Academy Certificate, in a pertinent field, or a relevant combination of academic qualifications, professional training and experience.
- Previous international experience in police operations.
- Previous experience in a supervisory position.
- Five (5) years of previous experience in police internal affairs or inspector general operations at the sergeant or detective level or above.
- FSI level 3/3 (professional working proficiency) in English.
General Qualifications
- For a position in the U.S., candidate must be a U.S. Citizen or legal U.S. resident. Security clearance or public trust certification will be required.
- For a position outside the U.S., any citizenship (U.S., Third Country National (TCN), and Local National (LN)) is allowable. Security clearance or public trust certification will be required for US nationals and RSO vetting for TCN and LN.
- Must pass a physical, medical, and psychological tests; nine-panel drug test and a background check.
- Valid passport and driver’s license and ability to operate a standard transmission vehicle.
- FSI Level 3/3 (professional working proficiency) in French and/or Haitian Creole is preferred.
