BlueForce Inc. is seeking for Community Policing Advisors to support the US Department of State (DoS) Bureau of International Narcotics and Law Enforcement Affairs (INL) Program in the advancement of professionalization of the Haitian National Police (HNP) and its various sub-divisions in Port-au-Prince, Haiti.

Duties and Responsibilities
- Assist the HNP to develop a strategy to implement community policing practices nationwide, by training HNP officers, embedding community policing specialists in precincts, updating policies and practices, and strengthening the HNP's culture of community engagement to strengthen the HNP's ability to counter gang influence and violence.
- Advise and mentor community policing unit leadership and other HNP leaders to implement the nationwide community policing strategy.
- Coordinate with INL Haiti and other INL implementers to facilitate community policing training for HNP officers. Advise the HNP on the development and implementation of community policing programs that help engender trust in the police and reduce crime and homicides rates in targeted communities.
- Mentor HNP leaders on coordinating with other government entities, non-profit organizations, and community-based groups regarding community policing efforts.
- Recommend how the HNP can implement and sustain neighborhood crime watch programs, gang prevention programs, safe community projects, youth development and vocational training, and safe school programs in targeted communities.
- Monitor and evaluate the HNP's community policing efforts and implementation of the community policing strategy, especially in relation to their contributions to the HNP's Anti-gang efforts and make recommendations to INL Haiti and the GOH to improve effectiveness.
- Prepare regular reports for INL Haiti, including drafting sections of various program requests.
- Identify training needs for the Community Policing Unit and training opportunities in the United States or internationally.
- Identify community needs for assistance to counter gang influence and make recommendations to INL Haiti, and to coordinate with other U.S. agencies, the UN, and international donors.
- Assist the HNP in helping municipal and other local government entities develop best practices to oversee, coordinate, and administer educational and development classes/programs for various community and youth organizations and schools which counter gang influence and violence.
Qualifications
General Qualifications
- For a position in the U.S., candidate must be a U.S. Citizen or legal U.S. resident. Security clearance or public trust certification will be required.
- For a position outside the U.S., any citizenship (U.S., Third Country National (TCN), and Local National (LN)) is allowable. Security clearance or public trust certification will be required for US nationals and RSO vetting for TCN and LN.
- Must pass a physical, medical, and psychological tests; nine-panel drug test and a background check.
- Valid passport and driver’s license and ability to operate a standard transmission vehicle.
- FSI level 3/3 (professional working proficiency) in English.
- FSI Level 3/3 (professional working proficiency) in French and/or Haitian Creole is preferred.
Position Qualifications
- Bachelor’s degree or higher is required.
- On active duty or retired from a bona fide police or sheriff’s department.
- Ten (10) years of law enforcement experience in a police agency, including experience as a community policing officer or equivalent.
- At least two (2) years of experience with the rank of Sergeant or similar; Lieutenant or higher preferred.
- Demonstrated leadership in policing, preferably in an international setting.
- Previous international experience in police operations.
