Description
BlueForce Inc. is seeking for Tactical Specialized Advisors to support the US Department of State (DoS) Bureau of International Narcotics and Law Enforcement Affairs (INL) Program in the advancement of professionalization of the Haitian National Police (HNP) and its various sub-divisions in Port-au-Prince, Haiti.
**Position is subject to contract award**
Duties and Responsibilities
- The advisor shall seek to improve the tactical efficiency of the HNP’s front-line anti-gang units, particularly the intervention unit (SWAT) and anti-gang unit (UTAG).
- Mentor and advise command and the tactical unit/staff on the operational planning and execution of police operations.
- The advisor will assist in structuring in-service training requirements for members of SWAT and UTAG and increase the institutional capacity of the train-the- trainer program for the unit.
- The advisor will provide advice to the commander on budget planning for future needs of the unit. The advisor will also provide guidance for the management and upkeep of all existing SWAT and UTAG equipment in coordination with HNP logistics and INL Haiti.
- The advisor will make recommendations regarding standard operating procedures and management controls regarding the SWAT’s use of force continuum.
- The advisor shall coordinate all activities with INL Haiti, attend regular meetings at the Embassy with INL Haiti and other U.S Embassy offices, and prepare written reports detailing activities undertaken and providing an assessment of challenges and successes relating to the work of HNP SWAT and UTAG.
Qualifications
General Qualifications
- For a position in the U.S., candidate must be a U.S. Citizen or legal U.S. resident. Security clearance or public trust certification will be required.
- For a position outside the U.S., any citizenship (U.S., Third Country National (TCN), and Local National (LN)) is allowable. Security clearance or public trust certification will be required for US nationals and RSO vetting for TCN and LN.
- Must pass a physical, medical, and psychological tests; nine-panel drug test and a background check.
- Valid passport and driver’s license and ability to operate a standard transmission vehicle.
- FSI level 3/3 (professional working proficiency) in English.
- FSI Level 3/3 (professional working proficiency) in French and/or Haitian Creole is preferred.
Position Qualifications
- On active duty or retired from a bona fide police department (preferably a metropolitan area), sheriff’s department, OR
- Bachelor’s degree or equivalent experience and ten (10) years of law enforcement experience including:
- Three (3) to five (5) years in a U.S. SWAT team, management, organizational development, planning, and/or training.
- Two (2) years of which must have been at the rank of Sergeant (or equivalent) or higher.
- Firearms Instructor certification and/or experience recommended.
- Willingness and capability to work in a fluid environment, and under challenging circumstances.
- Must have one (1) year of specialized experience at a command level or equivalent to at least the GS-14 level.
- Good working knowledge of Microsoft Office Suite and experience using Internet resources to conduct research.
- Prior international experience working in judicial affairs, law enforcement development/training, or financial investigations.
